Champion
Although it didn't come to me as attributed to him,I think this was made
at Walter Kundzicz's Florida nudist resort, and is thus by Champion.
Absolutely, definitely the Florida Sunshine Beach Club - the scenery, the sand and the light. And without doubt by Walter Kundzicz - the quality of the film and exposure speak volumes. But this very well-proportioned young man is holding hands which, for the time, could only have been a woman's and so I think it's safe to presume that this was originally for a straight nudist publication and not for a male physique magazine.
