Tom Hawes
Troy Saxon's models have a higher proportion of identified men than
most photographers of his era, but this handsome fellow is unknown.

I think this is Tom Hawes. I have a Photographer's Guild catalog (Catalog A) of Troy Saxon models and there is a man by that name on page 15. Sure looks like him.
