This fellow is doing his morning ablutions in what was likely the only running water to be had near his campsite. The scenery reminds me of some of the National Parks in the Western USA.
Do they (or did they) allow nudity there? Somehow I doubt it.
technically nudity was not allowed but it used to be easier to get away with because who was going to enforce the rules.
