At sea

No, that would have been the standard strap width for the time - or perhaps times - given the hardware surrounding the subject which is anywhere from the 1930s to 40s. At this period, all US Navy personnel were issued with a standard jockstrap and from the plain waist band, this would appear to be one. Forget them old cotton fields back home, from the mid-1960s to 70s, US Navy jockstraps were in fact manufactured in Israel. I don't know why, so please don't ask.
