The museum curators gave this bronze of a fat man a German name which best translates as "Prattle."

I asked a docent about it and was told that all efforts to identify the sculptor and/or the story behind it had come up empty.  (Apparently I'm not the only one to ask by far.)  I find it hard to imagine that something this unique would not have been recorded better, but so be it.  As for the name given, it works for me as he appears to be vapidly expounding on something or other.
