This is a page from one of those quickie 1969 magazines called "Male Pix," and it's an example of posthumous theft. The model is not "Bob Bird," but Freddie Shields, a U.S. Navy veteran who was one of Fred Kovert's favorite models, based on the number of photos of him still extant. While it is doubtful that Kovert copyrighted his work in the repressive legal climate of his era, it is really tacky for someone to come along 21 years after his death and profit off his photos without even a credit.
