Wrinkles
The paper this was printed on looks like it got wet and wrinkled.
Just use the “healing brush“ filter in Photoshop a little bit, and that should restore the look of the overall photo… as well as a little bit of Contrast to help bring out some of the highlights so it doesn’t look so washed out…
