Tex and Buddy
A fairly reputable source says this is Tex Smutney and Buddy Stanley.
It does not, however, look like anything else they did together.
I found this image reproduced in a book, but they did not show any information other than the date of 1941. Several art sites ID the models as Tex and Buddy; one suggested Bradbury Ball instead of Buddy.
I don't understand this photo....
