Lynes called this 1941 photo "Two Men in the Sand,"
and I think the guy at right is Charles "Tex" Smutney.
I, too, have been perplexed by this one, even wondering if it was staged in an indoor sand box. Lynes and his friends Paul Cadmus and Jared French did go to the beach regularly, though, so it could have been there.
