I think it's one of those nature outdoor clubs that were so popular in that era. And while all of these guys are pretty nice, I agree with your choice.
In the early part of the 20th Century, it wasn't unusual for municipal swimming pools in big cities like Berlin and Vienna to have separate areas for men and women, a "Herrenluftbad" (men's air bath) and a "Damenluftbad" for the ladies. This trio is probably at one of the former, since they're younger and in much better shape than the overweight, middle-aged and elderly men who made up 90% of the clientele at Jungborn-style health spas. I'll send you some photos of a nude exercise class taken in a Berlin HLB in 1932.
