1941
I found this one among a group of color photos for which only a year, 1941, was provided.
Most of the men look like dancers, fwiw, and the color is all very saturated.
Beau portrait physique en couleur. 1941 was the time of Technicolor and Kodak couleur film in Amérique and Dufay and Agfacolor in Europe. Saturation was an issue for couleur film then, perhaps in this case the photographer used couleur for an artistique expression.

I can easily see the saturation level being an artistic choice, but we can 't know for sure.
DeleteI think the colour is magnificent! That blue simply dazzles against the pinkish skin tones.
