They are definitely not American sailors… The one thing that jumps out to me is the cuff of the one sailor in front with the three stripes and the break of the cloth of the sleeve at the cuff… When I was in the US Navy my dress uniform, known as “cracker jacks“, after the boxed snack, were slightly bloused sleeves as they met the cups…
