Conductor
I have no idea what's going on here, but we seem to have a conductor.
I have a similar photo of male guests in the clothing-verboten Herrenpark at the Jungborn spa forming a sort of percussion band with strategically placed metal washbasins and one garbage can lid, with the "conductor" dressed almost identically, but holding a pocket watch (?) rather than a baton. Like the group singing and rituals like baptism of new arrivals, this kind of activity was meant to instill "Jungborngemeinde," which translates roughly as "community spirit." According to one Kafka blog, even "nocturnal nude dancing" took place. I could be wrong about this, but if these were indeed soldiers, wouldn't they all have uniformly military haircuts? Plus, the second guy from the left definitely could use a couple of weeks at a spa! I'll send you a copy of my photo, which is from the mid-30's. I think yours is from the previous decade.
You could easily be correct, but I would only note that despite all the regimentation of the German armed forces in the 20th Century, haircuts were something that weren't particularly standardized unless there were delousing reasons.
