"Restricted"
I think this is a U.S Army Signal Corps photo, but it is lacking their usual crossed flags emblem.
In any case, they didn't want just anyone looking at it and labeled it "Restricted."

Some strong tan lines here! But, considering how much full frontal stuff came out of that era, it's surprising that this shot was restricted.
