Although I don't have documentation, I think this is from the physical culture photo series made by Professor Desbonnet in early 20th C. Paris. Edited to add: This is Ernest Cadine. See comments.
That's French bodybuilder Ernest Cadine who won the gold medal at the 1920 Summer Olympics.
