The wall hanging makes me think 1900 era, but the bicycle looks like it's much later.
Bicycle of the 1960s. The front lamp, the reflectors on the spokes of the wheels, the wings on the wheels, and the rear reflector are quite modern - not the 1900s and not the 1930s. The guy is shaved , quite modern photo.
