Pageant
I found this one in a group of pageant photos, so I'm guessing
that it was time for the "Best Behind" competition.
According to several internet sources, naturism in in decline but still popular, mainly in the form of clothing optional beaches. Caravan parks and resorts are apparently slowly disappearing.
