Firefighters
I think these guys are gathered around a firefighting apparatus.
If that is a firefighting device, like a nozzle, I suspect these men are probably in the US Coast Guard… You can tell they’re definitely nautical, because two of the men are wearing the white Dixie cup head cover… worn by both United States Coast Guard and United States Navy personnel from the 1920s to the present…
