T-shirt
The only thing vintage about this is the shirt design,
And actually, that's a contemporary illustration reproduced on that T-shirt; it's by an artist named "Caducado" who has a whole series of hunky male versions of vintage "cheesecake" pinups.
Due to that source of inspiration, the poses and facial expressions tend to be more "campy" than most actual vintage "beefcake" illustrations would've been-- though they're still amusing and nicely drawn.
When I first saw the photo, I thought maybe he had a skin condition on his arms. The photo has been edited, but I'm not sure if it was to add hair or to obscure tattoos .
I did a Google search for the photo, and found there are other images of this model with different T-shirt designs by the same artist. In one of them, he has smooth arms with much bigger forearms and biceps.
To be honest, I'm not even sure if this guy exists or if he's just been assembled from parts of multiple photos someone dug up. At least he doesn't have stitches and neck electrodes.

I saw some of those other pictures, but didn't notice the differences. AI or heavy photoshopping is probably at work here.
