This picture has always puzzled me. It came to me labeled only "1936" and looks like it could have been made for a government propaganda poster for some New Deal public works program. Although color photography was done at the time, something tells me the color was added later. The dirt on the overalls adds a bit of authenticity, but the goatee seems out of place for the era.
It does have a "post-development colorisation" air about it.
