The shadow of a fish net behind Bud in this photo make me think of AMG, but it came to me
with no photographer named. Mr. Counts' 5'8" frame is absolutely stacked solid here.
I'm not sure that Bud's height kept him from winning titles. For Eiferman was only about 5'5" when he won Mr America in 1948. The usual discrepancies in "official heights always varies, but he and Mr America's were Buds height or shorter. Bud was obviously handsome and impressively built and should have won more titles. And he got his impressive body without steroids!
Like anything else of the sort, male beauty contests of the 50s came down to judging, and human judges are imperfect. There was favoritism and some competitors even hired promoters.
