Those belted swim suits were popular about 1940 in the USA.
I remember those Superman style belted "wool" briefs on my father into the 1960s. Little boys were condemned to baggy boxers. Photos on Shorpy.com suddenly start showing belted briefs in 1941 and 1942.

They actually did use wool for bathing suits for much of the first half of the 20th C.
