I have a feeling these are military men, but I can't be sure.
It's been common practice for soldiers not to wear their ID/dog tags while bathing and PT. The early style tags (1906-1940) were made of materials Metals that didn't hold up to perspiration and water. That photo looks like 1930's haircuts and the men all look like they're in good shape.
