Victory, 1940
This has the unwieldy title of "Victory of Man and Nature over the Powers of Destruction."
It was a medal struck by Walter Hancock in 1940 when World War II was cranking up.
I can't find any record of it being awarded. The artist did make medals for presidential inaugurations, and there was one of those that year, but they usually feature the new president.
