Crupi
Initially, I thought this was a von Gloeden photo, but a Google Images search indicated that it was taken in 1899 by Giovanni Crupi, a friend of v.G. So now I need to research Mr. Crupi.
I'd say it's somewhat better than v.G.'s typical work, so Crupi either got lucky or was a very good photographer. My search produced little more of interest, though.

I'm surprised at the relatively high technical quality. Some of v. G.'s stuff was hampered by the technology of his era. This seems a bit better.
I really do not know why - the locale? the scenery? the blankets? the haircuts? or the light - but this photograph cannot be anything but Italian.
Definitely Italian.

Beautiful photo and I agree that the technical quality is very good for its age.
