Bathing suit?
I've seen German swim teams from the 1920s and 30s in suits like his,
but I don't know anything at all about this picture.
Yes, very much German from the period you cite. And looking at the subject, I think it would be reasonable to assume that he is indeed a German. (The British version of these was stylistically different.) These would be bathers but probably also used in gymnasia for indoor football and other games.
