Tentative
These men seen to be tentative about going further out in the water, plus there' s
one guy in a onesie and another whose tan lines indicate he usually wore one.
if the film used was Orthochromatic Black and White Film, this is not sensitive to the red part of the spectra. So a tanned and reddish skin will look darker than usual. If the men are soldiers from the 30's this made sense and it is a real possibility.
