These are almost certainly soldiers and probably World War I,
but Google Images couldn't pin it down more than that.
I was able to identify it as a cropped version of "Nakna husarer till häst vid stranden" (Naked hussars on horseback at the beach) also called the Crown Prince's Hussars at Ribersborg, taken c. 1905 by Swedish photographer Albert Wilhelm Rahm. The photo is now in the Malmö Museum in Malmö, Sweden.
It is wonderful. They do all have similar haircuts. Beautiful horses.
