These two guys ar wrestling in jockstraps at some sort of encampment.
Believe it or not, wrestling in a jockstrap was quite a common occurrence in an all-male environment. From the tents, I would imagine this to be some sort of military sports tournament. The wider leg straps and the tenting, together with the photograph's resolution would indicate an earlier rather than later date - 1930s?
